He holds a Ph.D. in Legal Sciences (International and EU Law) from the University of Pisa and has taught courses on EU law, green transition, and crisis management at several institutions, including the University of Pisa, the Naval Academy of Livorno, and LUISS School of Government in Rome. His research focuses on EU external relations, international organizations, energy transition, and the protection of fundamental rights in the EU legal order. He has been visiting scholar at the Max Planck Institute for Comparative Public Law and International Law (Heidelberg) and at The Hague Academy of International Law. He is a member of Italian Scholars of EU law (AISDUE), Italian Society of International Law (SIDI-ISIL) and Association International du Droit de la Mer (AssiDMer).

His research examines the division of competences between the European Union and its Member States in the field of public health, with a particular focus on the role of EU agencies—especially the European Medicines Agency and European Centre for Disease Prevention and Control—as potential drivers of competence creep and the resulting implications for institutional balance and accountability. He holds a combined bachelor’s and master’s degree in law from the University of Pisa, a master’s degree in International Relations and European Studies from the University of Florence, and a master’s degree in Economic Analysis from the Gdańsk University of Technology.
